Summary
On 30 March 2020, NAIGUATA GC-23 approached RCGS RESOLUTE from the starboard quarter after ordering the passenger ship to follow it. The vessels were under way on approximately parallel courses at close range when the port bow of NAIGUATA GC-23 collided with the starboard bow of RCGS RESOLUTE. NAIGUATA GC-23 subsequently suffered massive flooding and became a total loss. RCGS RESOLUTE remained in the vicinity, reported the developing situation to JRCC Curaçao and continued its voyage after being informed that assistance was no longer required. The occurrence was classified as non-accidental because it arose in the context of a deliberate operation initiated by the Venezuelan Navy

Lessons learned
During close approaches between vessels with substantial differences in size and manoeuvring characteristics, safe separation should account for hydrodynamic interaction, including bow pressure and stern suction. Following a collision and possible flooding, vessels should promptly report the position and observed condition, remain available to assist when safe and follow instructions from the responsible search and rescue coordination authority.
