Summary
On 4 April 2019, MSC SANDRA was berthed at Terminal XXI in the Port of Sines and receiving bunkers from BAHIA TRES when a loss of containment caused oil to spill into the port waters.
MSC SANDRA activated the remote emergency stop and BAHIA TRES stopped the transfer and closed the fuel manifolds. The Port of Sines Authority activated the Port Emergency Plan and deployed containment booms, absorbent materials, skimmers, vessels and shore personnel. Pollutant recovery continued until 22 April, and the initial containment booms were removed on 29 April 2019.

The Port of Sines Authority introduced an operational instruction requiring a technically competent representative of the bunkering licence holder to remain aboard the receiving vessel throughout the operation, maintain direct contact with the bunker vessel and ensure that bunkering is started, conducted and completed safely
