Casualty Event: Flooding (massive/progressive)

Summary

On 11 July 2024, PRAIA DE MONTE GORDO was proceeding towards a fishing ground when the Master detected flooding in the engine room, apparently originating in the rudder compartment. The water ingress exceeded the vessel’s pumping capacity and caused loss of electrical power and propulsion. The crew transferred safely to COSTA SUL before the vessel capsized. PRAIA DE MONTE GORDO was a total loss.

Safety recommendations

SR01-2024/269,

to the owner: Assess establishing a method that enables any anomaly or occurrence perceived by the crew to be communicated promptly to the Master. GAMA did not receive a response to the proposed safety recommendation.

SR02-2024/269,

to DGRM: Assess whether paragraph 2 of Article 36 of Annex III to Decree-Law No. 280/2001 of 23 October should continue to apply when safe manning certificates are issued to wooden coastal fishing vessels. GAMA did not receive a response to the proposed safety recommendation.

Lessons learned

Machinery-space monitoring should reflect the vessel’s construction, age and flooding risk. Early detection is critical when the Master also carries navigational, operational and engineering responsibilities. Emergency pumping should remain effective following loss of electrical power or propulsion. The crew’s timely transfer to COSTA SUL prevented more serious consequences.
