Summary

On 5 February 2025, SERPESCAS was returning from fishing when the high-bilge-level alarm sounded approximately two nautical miles from the entrance to Aveiro harbour. Water had accumulated in the engine room and the available bilge pumps could not control the ingress.

The vessel continued towards the harbour and was secured alongside PEDRO MARIANA because no berth was available. While the crew transferred fish tubs and paid the purse-seine net overboard, SERPESCAS lost stability, began shipping water and capsized. All 11 persons on board were unharmed. Pollution-containment booms were deployed around the vessel

 

Safety recommendations

SR01-2025/041,

to CPASHM: Assess the feasibility and added value of creating opportunities within the fishing sector to discuss successful and unsuccessful outcomes, with the aim of identifying good practices and actions for improvement.

SR02-2025/041,

to DGRM: Assess whether the exemption provided for in paragraph 2 of Article 36 of Annex III to Decree-Law No. 280/2001 of 23 October should cease to apply when safe manning certificates are issued to coastal fishing vessels.

SR03-2025/041,

to the owner of SERPESCAS: Assess establishing a company safety culture that encourages the exchange of ideas and the identification of good practices, with the aim of improving the safety of crews throughout the fleet.

SR04-2025/041,

to the owner of SERPESCAS: Assess developing operational guidance for identified risk situations, including the likelihood of flooding and a structured sequence of actions to be followed.

 

Lessons learned

High-bilge-level alarms require immediate investigation and continuous monitoring. Responsibilities for flooding control, communications and emergency response should be clearly allocated. Reaching harbour does not ensure safety while water ingress continues and stability deteriorates.
