Summary

 

On 3 July 2024, VIRGEM DOLOROSA was preparing to return to port with approximately 6,750 kg of catch in deck containers and part of the purse seine remaining on the port side. With propulsion engaged ahead and the rudder to starboard, the vessel developed a rapid heel to port and capsized. Most persons on deck were thrown into the sea. The tender crew immediately began recovering persons from the water. Six persons died, eleven were injured and the vessel was a total loss.

 

Safety recommendations

 

SR01-EVD,

to DGRM: Assess requiring an inclinometer linked to an excessive-heel alarm on all purse-seine fishing vessels. GAMA did not receive a response to the proposed safety recommendation.

SR02-EVD,

to DGRM: Assess requiring companies operating purse-seine fishing vessels to implement structured risk-identification measures. GAMA did not receive a response to the proposed safety recommendation.

SR03-EVD, to DGRM: Assess developing tools that enable crews to recognise when the trajectory of ongoing actions is likely to produce an unsafe outcome and to recover before serious consequences occur. GAMA did not receive a response to the proposed safety recommendation.

SR04-EVD,

to the Portuguese Maritime Administration: Assess proposing amendments to Decree-Law No. 111/2008 of 30 June so that all new and existing fishing vessels display a freeboard mark and undergo an inclining test at intervals not exceeding 10 years. GAMA did not receive a response to the proposed safety recommendation.

 

Lessons learned

 

Fishing-vessel stability must be managed throughout the operation. Catch, deck containers, fishing gear, propulsion and helm input can interact and rapidly reduce the available righting margin. Catch and gear should be secured against movement, and hatches should remain closed to prevent downflooding. An inclinometer with an excessive-heel alarm can make a developing loss of stability visible. The immediate response by the tender crew prevented more severe consequences.
